I am pleased to invite you to the June 25-26, 2020 government-wide SES Orientation Briefing.

As the keystone of the Civil Service Reform Act of 1978, the Senior Executive Service (SES) was established to "...ensure that the executive management of the United States is responsive to the needs, policies, and goals of the Nation and otherwise is of the highest quality."  The SES Orientation Briefing is a unique opportunity to gain practical knowledge to realize these aims, to expand professional networks, and to acclimate to the SES enterprise leadership role and environment.

What SES Orientation Briefings are two-day programs offered twice each calendar year in conjunction with the White House Presidential Personnel Office for the benefit of all Federal agencies.  Each Briefing orients new Federal Senior Executives to their enterprise-wide role and environment, provides practical advice on navigating unique challenges new SES members face, and explores the career SES role as the link between top Presidential appointees and the rest of the Federal workforce.  SES Orientation Briefings are part of OPM's enhanced executive onboarding model and government-wide executive onboarding framework, and OPM's Framework for the Continuing Development of Federal Senior Executives.

SES Orientation Briefings are designed exclusively for career SES, Senior Level (SL), Scientific and Professional (ST), and other SES equivalents in their first or second year of appointment.

Approximately 200 career SES and SES equivalents from across the Federal government attend each SES Orientation Briefing.  Many attendees report that the networking opportunity the program provides is alone invaluable to them.

Theme and Agenda In keeping with the role of the Senior Executive Service, the overall theme for the program is "Being Future Ready: Leading America's Workforce."  The program features keynote speakers who are policymakers, current and former members of the SES, and subject matter experts.  In addition to plenary discussions, many speakers engage participants in interactive exercises and small group discussions.

The program agenda and online pre-readings are emailed to participants the week prior to the SES Orientation Briefing.  Participants are asked to respond to an online pre-program survey a few weeks prior to the program to inform the agenda.
Oath of
*Updated  The SES Briefing concludes with a Federal Judge administering the Oath of Office, an affirmation of our Constitutional heritage and responsibility.  After the program adjourns, participants will receive their SES Certificates in the mail.   When health and safety conditions permit us to offer this program in-person again, June 2020 participants will be notified as to opportunities for individual photographs with the Federal Judge. 
Tuition Tuition is $845 per person, payable by Government-issued purchase card or agency-specific procurement forms. Tuition includes instructional materials and two working lunches.
Where*Updated* The June SES Orientation Briefing will be delivered *Online* or virtually.  There are no options for in-person attendance.  Participants will receive detailed instructions to ensure an effective virtual learning experience.

Meaning of
SES positions are those within the executive branch of the Federal government that are classified above the GS-15 level, or an equivalent position, which is not required to be filled by Presidential appointment with Senate confirmation, and in which the incumbent:
  • Directs the work of an organizational unit;
  • Is held accountable for the success of one or more specific programs or projects;
  • Monitors progress toward organizational goals, and periodically evaluates and makes appropriate adjustments to such goals;
  • Supervises the work of employees other than personal assistants; or
  • Otherwise exercises important policy-making, policy-determining, or other executive functions.

There are Federal agencies with legislation (e.g. Title 10, Title 38, and Title 42) that permits hiring into executive service positions for specialized skills (e.g. law enforcement and defense intelligence and medical specialties) paid above GS-15 that are not in the SES (QRB-certified), ST (Scientific or Professional), or SL (Senior Level) pay plans.  The SES Orientation Briefing is appropriate for such SES-equivalent positions.
